Position Summary

The primary mission of the Allegheny County Health Department’s HIV/STI program is to oversee the prevention of the spread of HIV and STIs in Allegheny County through surveillance of testing and treatment of STIs and HIV as well as testing and treatment of patients in our Public Health Clinic.  The HIV/STI program provides STI and HIV testing and treatment to clinic patients as well as at  home testing program. The program also provides partner services to those infected with an STI or HIV to elicit partners for testing and treatment to prevent further spread of the infection. Integral to STI and HIV prevention is community education and outreach to inform the residents of Allegheny County of the nature and transmission of STIs and HIV and how to prevent transmission as well as what to do to if a person believes they have been exposed to an STI or HIV.  The Public Health Clinic is expanding services to include offering PrEP/PEP, Vaccines, Cervical Cancer Screening and Emergency Contraception. The member  fills a gap in the organization by providing support for STI/HIV Clinic as an additional service to the patients. Many of the clinic patients do not have a primary care provider or a place for regular routine care.  The member will help to assess barriers and challenges to treatment and link patients to necessary community resources to address these barriers. This member will help facilitate patients' overall improved health which ultimately  supports healthy decision making for improved sexual health. 

Major Duties and Responsibilities

- Contacting patients by phone and email to follow up with appointments and referrals
- Document patient interactions in EPIC - Electronic Records Management
- Conduct needs assessments with patients
- Identify referrals and resources for patients
- Collaborate with prevention staff for resources and referrals
- Connect uninsured patients to Medicaid
-  Creating registries for patient follow up (including Syphilis, Hep C, PrEP, PEP, Cervical Cancer Screening and Emergency 
   Contraception)

Characteristics of an Ideal Candidate

Self-starter, team-oriented, flexible, organized, multi-tasker. It will be important that the  member has an interest in patient care and ensuring follow up care. It is important that this member can build rapport with clinic patients so they will respond to follow up calls for return to clinic. 

Knowledge Required for the Position

Knowledge of AmeriCorps/Health Corps member requirements, Skills with Microsoft Office or other software for a variety of data processing operations involving a range of problem solving, record keeping, correspondence, and service tracking options.

Supervision

The supervisor assigns service activities, advises on changes in procedures, and is available for assistance when required

Review

The service activities are reviewed for accuracy through spot checks, through complaints from customers, and through observation of the member at service.

Guidelines

Written and oral guides provide specific instructions for doing service, Guidelines are generally applicable, but the member independently makes adaptations in dealing with problems and unusual situations

Complexity

The member must develop new techniques, methods, or approaches to complete service position assignments

Criminal History Check Requirements Beyond NHC Standard Checks

In addition to NHC Standard Checks, all NHC Pittsburgh members are required to complete and pass criminal history checks for Great Lakes Behavioral Research Institute/Diversified Care Management (DCM). Great Lakes/DCM is a third party vendor contracted with the Allegheny County Health Department (operating site for NHC Pittsburgh) to distribute NHC Pittsburgh member stipends. NHC Pittsburgh members are onboarded to Great Lakes/DCM system only when the checks have been completed and the member has passed those checks.  Along with these checks, some Host Sites require their NHC Pittsburgh Members to be Vaccinated against COVID-19. 

The checks that all NHC Pittsburgh members would be required to complete and pass for Great Lakes/DCM are the following: 1) Act 33 (Pennsylvania Child Abuse Clearance), 2) National Sex Offender Registry Clearance,  3) Act 34 (Pennsylvania Criminal History Clearance, and 4) Act 73 (FBI Criminal History Clearance - ONLY completed via Identogo PA).

NHC members do not have to pay for the completion of these checks. Great Lakes/DCM will distribute payment codes for the Act 33 (Pennsylvania Child Abuse Clearance) and Act 73 (FBI Criminal History Clearance which is conducted through Identogo PA ( PA FBI fingerprinting agency). The National Sex Offender Registry Clearance and Act 34 (Pennsylvania Criminal History Clearance) will be completed by Great Lakes/DCM upon receiving requested information that members will be asked to submit.
